Building Handover Inspections

Pre-handover inspections are a norm to help property owners in identifying any faults that tend to be too costly after the expiration of the developer warranty. Aesthetics Assets Audit (2017-2018)

In the last quarter of 2017, Dubai Properties (now Dubai Asset Management) selected our company to do a 6-cycle Aesthetic Inspection to their particular communities namely; Shorooq, Ghoroob, Layan, Remraam, and Al Khail Gate1/2.
The purpose of Aesthetic Inspection was to provide recommendations for the improvement and beautification of their communities in order to make this attractive to the market.

Identifying the flaws, defects, and issues were done by deploying inspectors across the communities. In each cycle per community, collection of the aesthetic defects/issues was not that easy as you may need to walk along with the common areas such as streets, parks, and parking areas as well as common areas of every building such as hallways, lobbies, and staircases.

Star created a software* that streamlines the inspection by simply using the tip of your fingers and your mobile. Just by downloading the app through mobile. This is called Aladdin Mobile Inspection App. The inspection starts by identifying an asset with the issue; through the mobile app selects the asset, under the asset, tick the corresponding issue, recommendation and location, lastly capture the image as evidence.

After issues were collected on-site, a report was easily generated through the Aladdin Web App – inspection module. A report comprised the Executive Summary and Summary of Issues by Severity (High, Moderate, and Low).

The inspection software was developed by the joint work of the In-house developer and the engineering team. Collection of all the data/available assets in the common areas and common areas of the buildings in every community which was done by the engineering team then submitting to the in-house developer to upload the all the data/available assets to the software.

Facility Condition Assessment – FCA (2019-In Progress)

At the request of Dubai Asset Management (Dubai AM), STAR Property Inspection (“STAR”) has conducted this Facility Condition Assessment (FCA) at their Communities, namely, Shorooq, Ghoroob, Remraam, Layan, and Al Khail Gate located in Dubai. The purpose of Facility Condition Assessment was to provide the current status of their communities as well as the issues and recommendations for the rectifications or improvement of their properties to make an informed business decision.

Facility Condition Assessment report provides an overview summary across all the Facility containing: details of the scope of the work provided, a summary of the facility details, a facility expenditure summary, aggregated condition rating, key findings, probable cause for deficiencies, prioritization of work, recommendations for rectifications and upgrades, and an identification of work type over the study period. The Facility Condition Index (FCI) and Facility Condition Needs Index (FCNI) are calculated for the facilities which are used in Facilities Management to provide a benchmark to compare the relative condition of a group of facilities.

The assessments were conducted using facility information and visual observations of the facilities. The assessment of the building/site elements was performed using methods and procedures that are consistent with standard commercial and customary practices outlined in ASTM Standard E2018-15 for PCA assessments. The identified defects are captured using our in-house software, named Aladdin.

The software simplifies the assessments by simply using an in-house application, called the Aladdin Mobile Inspection App. The inspection starts by identifying the issues; through the mobile app selects the asset, under the asset, tick the corresponding issue, recommendation, and location, lastly capture the image as evidence.
